USAA, Serving Military and Veterans, Enters Small Business Insurance Market

The insurer that targets members of the military and veterans, USAA, is going to start writing its own small business insurance policies for the first time.

The company will initially offer the coverage in five states – Arizona, Colorado, Illinois, South Carolina and Tennessee. Plans call for an ongoing rollout to other states through 2021.

The insurer – which serves insureds or members who are in the U.S. military currently, military veterans, and their families —has for 30 years offered small business insurance from unaffiliated companies through its USAA Insurance Agency. This is the first time USAA will be offering its own product, a move it said is based on increased member demand.

Its new small business insurance is underwritten by subsidiary Garrison Property & Casualty Insurance Company of San Antonio.

“For small business owners, their business is their life and livelihood,” Jim Syring, retired Vice Admiral, United States Navy, and USAA’s Property and Casualty president, said in prepared remarks. “They put their heart into building their business and work around the clock to make it a success. We believe we understand veterans better than anyone and want to be there to support them and their business every step of the way.”

The military veteran-related small business market is a sizable one. There are 2.4 million veteran-owned small business firms, and they employ 5.8 million people, according to statistics from the U.S. Small Business Administration. These businesses cover a variety of sectors including finance and insurance, transportation and warehousing, mining, construction, manufacturing, wholesale trade, real estate, utilities, agriculture and forestry.

USAA said its new coverage will be able to “help protect small business owners of virtually any size, in any industry and virtually every state.” The insurer said it can serve businesses of all sizes through USAA Insurance Agency, but its “manufactured product” is currently targeted to businesses with under $500,000 in annual revenue.

USAA said it will expand its offerings as it looks to serve evolving member needs.

Initially, USAA is marketing a business owners policy product with basic, standard and premium levels of cover. Coverage elements include business liability, business personal property, business income, cyber, computer fraud, terrorism, hired and non-owned auto, and employment practices liability.

Workers’ compensation coverage will be offered through USAA’s agency partners.

USAA will sell its small business products and its ongoing agency offerings both digitally and through member service representatives.

USAA Insurance Agency will still offer business insurance products underwritten by third-party insurers. USAA or its affiliates are not involved in the underwriting, but the agency gets a commission on the sale or renewal of these products, as well as potential performance-based compensation, the company said.

Why military and veteran entrepreneurs need small business insurance

A few years ago, staff at USAA kept hearing the same question: “Do you offer small business insurance?”  

So, in January 2021, USAA gave its members what they wanted and created coverage available in 30 states underwritten by USAA.  

Traditionally focused on providing military members and their families with personal lines of insurance, such as auto, life and home policies, USAA began helping people in 1922. It knows how to listen with a goal of pinpointing each person’s insurance needs — then tailors a policy to meet those needs.

Effective and efficient insurance coverage means protection from financial setbacks, so it makes sense that USAA members should have it for their small business. In fact, entrepreneurship has become a growing career choice among those with a military affiliation. According to the Small Business Administration, veterans are 45% more likely to be self-employed than non-veterans. Plus, military spouses are choosing to launch businesses, in part, to overcome ongoing employment challenges that can be presented with frequent PCS moves.   

Larry Williams, VP of USAA Small Business Insurance, says it is a trend that is likely to continue as the pandemic nears its third year.

“We’re seeing a growth of small businesses coming out of the global pandemic. Plus, the percentage of veteran-owned businesses seems to be increasing at faster rates than the general population,” Williams said. “We’re really excited as we go toward our next 100 years to have launched these new small business policies. We’re leaning into our mission of offering a full suite of competitive products for the military.”  

Does every military or veteran entrepreneur need small business insurance?   

Yes, says Sean Scaturro, director of insurance advice at USAA. He’s seen some owners thinking they’re too small to worry about it.  For example, a photographer might think, ‘It’s just me. What could go wrong?’ Scaturro believes it’s probably the No. 1 mistake entrepreneurs make. Protect your financial well-being, no matter your size, Scaturro advises.  

“You almost have to be a little cynical, to be able to evaluate risks you could face,” he said of small business owners. “And if we can’t be cynical enough ourselves, we’ve got to pick up the phone and speak to an expert who can evaluate all of the threats. USAA answers questions from business owners and also asks questions that a business owner doesn’t always know to ask.”  

They need to consider the size of their business; how it’s structured legally; how many, if any, employees; current earnings; assets; liabilities; potential hazards; and potential expansions.  

Williams knows it can be hard to find the time to analyze all the details: Business owners work all day because they’re building what they created. Then many take care of families for a bit in the evening and return to managing their business afterward. Investigating USAA coverage is one of the tasks they can complete then — or anytime.  

“We see quite a bit of our members interacting with us after hours. We’ve sold policies all throughout the night, which is probably when they finally have time,” Williams said.

Doing so isn’t a one-and-done deal, though.    

“It is very important that small business owners reevaluate their business with some regularity,” Williams stressed. “Make sure that they don’t have any changes that are complicating their policies. Maybe they added a new location or they’re selling a new product or they’re offering a new service.”  

Owners should think about how their business has changed — or will soon change — at least once a year. Next, they should check in with their insurance agent and adjust their policy to match their business plan.       

Williams grew up in a family of entrepreneurs, learning at a young age that small businesses are “the driver of the economy,” he emphasized. When a small business owner is also connected to the military, he feels an even greater pull to assist them.      

“I want us to provide protection of their American dream as they put their lives on the line to protect ours,” he said. “It’s very personal to me that we’re there for those members when they need us most.”

The U.S. Small Business Administration (SBA) launches its 10th annual National Veterans Small Business Week (NVSBW) from October 30 to November 3.

Administrator Isabel Guzman, the chief representative of the SBA and a pivotal figure in President Biden’s Cabinet overseeing America’s 33 million small enterprises, spotlighted the SBA’s continuous efforts to uplift the almost two million small businesses run by veterans and military spouses.

Events, both virtual and on-site, are scheduled throughout the week, featuring various narratives of veteran entrepreneurs and showcasing SBA’s consistent support to this group. Subjects range from transition assistance, entrepreneurial coaching, government contracts, and disaster assistance to much-needed access to capital. Who Provides Your Cover

Like USAA, AFI offers one-stop shopping for its members. In addition to car insurance, it has homeowners and renters insurance, plus motorcycle and other recreational vehicle coverage. AFI also offers unique coverage like fire and flood insurance, valuable items policies, pet insurance, and even umbrella policies .

Unfortunately, AFI does not list specific discounts on its website and requires extensive information to obtain an online quote. With that being said, the company does claim to offer competitive rates. You can expect any discounts you may qualify for to be shown during the quote process or you can inquire with the company.

Armed Forces Insurance offers car, homeowners, and motorcycle insurance in all 50 states and Washington, D.C. through a network of affiliates. Much like USAA, AFI only allows the following people to enroll in policies for car insurance and other types of coverage:

  • Active duty, retired, or honorably discharged military from any branch (including National Guard and Reserves)
  • Active or retired Department of Defense or Department of Veterans Affairs civilian employees
  • Service Academy members, including Merchant Marines or ROTC cadets
  • Children, spouses, ex-spouses, or surviving spouses
  • Active, retired, or former commissioned officer of the NOAA or PHS
  • Members of the Civil Air Patrol, Coast Guard Auxiliary, Merchant Marine, Military Auxiliary Radio System and Marine Corps Auxiliary
  • Former AFI members who canceled coverage and later returned

AFI is too small to appear in J.D. Power's studies and other similar studies.

How Can You Get a Military Discount on Car Insurance?

The verification process for car insurance discounts works differently for each individual company, but to receive a discount on military auto insurance, you typically need a state-issued photo ID (driver’s license, state ID card, or passport), as well as one of the following types of military documentation:

  • D214 Member 4 copy
  • Academy appointment letter or ROTC contract
  • Active duty military orders
  • Discharge certificate
  • Leaving and earning statement

In addition to standard discounts for active military and retired veterans, some car insurance companies will also allow active duty service members to temporarily cancel their car insurance policy to save money. To do this, you will need proof of deployment (active-duty military orders) and documentation showing that you placed your vehicle in long-term storage for the duration of your deployment.
