What is a work completion certificate.

Every job or project begins with the hiring or contracting of some service. Just as at the beginning of a project, a contract is signed to formally initiate work, a work completion certificate is issued at the end of a project or contract and marks the official completion of the work.

A work completion certificate legally indicates the conclusion of a contract, and once this is issued, the contracted party cannot be held liable for doing any other work related to the project.

Work completion certificates state that a particular job was completed on a particular date and that the work complied with the agreed-upon terms and quality of work. This certificate is issued by the party who hired an employee, team, or firm.

Certificates are commonly used in workplaces to officially end a contract. It is a legal document, and receiving the certificate usually means that the receiver is no longer liable to the contracting party in terms of additional work or any problem that may arise after the issuance of this certificate.

Thus, this certificate must be issued after a critical evaluation of the contracted work and its quality. The human resource team or supervisor in charge of this certificate bears the responsibility of matching completed tasks to tasks agreed upon in the initial contract. This certificate may be issued in the following situations:

  • A consultant delivers the work required of them. For example, a consultant is hired to oversee the research methodology for a development program.
  • A team is hired for a specific job to complete. For example, a digital marketing team was hired to handle digital marketing for a new business.
  • Work is outsourced to another firm. For example, a firm is hired to carry out research and create a baseline study report for a particular project.

There are different types of work completion certificates based on the nature of the jobs. Here are a few examples of work completion certificates:

Project Completion Certificate

A project completion certificate is issued when a project is completed in its entirety. Projects usually have a set of objectives with detailed plans. Before this certificate is handed out to the contractor, the implementation must be critically evaluated as to whether it went as planned and whether project goals were achieved.

The project completion certificate includes the name of the certificate-issuing organization, the name of the project team or organization to which the project was granted, an acknowledgment that the project was completed, and the date or year when the certificate was issued.

Construction Work Completion

This certificate is issued by the company that gave out a construction contract to another organization. A construction work completion certificate is given when a contractor completes the construction of a building, mall, plant, road, or any other infrastructure.

Civil Work Completion

A civil work completion certificate is usually issued by the local government upon completion of civil work projects. These projects can include the construction or maintenance of civil structures, the construction or renovation of roads, bridges, footpaths, and public property, or the painting of government buildings or footpaths. In short, any project given by the civil government ends with the issuance of the civil work completion certificate.

Electrical Work Completion

The electrical work completion certificate, as the name suggests, is awarded upon completion of electrical work in a building, construction site, or outdoors.

Course Completion

Course completion certificates are awarded by universities, colleges, or institutions that are offering courses in various subjects. Course completion certificates are given when a course is completed and the participants have completed all course requirements.

Work completion certificate formats may vary from region to region. There is no fixed format. For example, in Europe, the logos of the sponsors or certificate-awarding organizations are placed at the top of the certificates. In contrast, the logos of sponsors or certificate-awarding organizations are placed at the bottom of the work completion certificate. However, there is certainly no law regarding the format, and certificates can be designed to suit a company’s style.

How do I create the certificate?

Work completion certificates can be created in different software, such as Adobe, MS Word, MS Publisher, and many other programs available online. Basic completion certificates can be easily created by a layman. If you are looking for something extraordinary, you may hire a graphics designer or Adobe expert to design a certificate for you.

Why do we need a letter of completion of work.

Construction and other industrial projects (oil and gas, mining etc.) are extremely hard work. Projects can span for many years, and involve thousands of moving pieces and interdependent parts. February 15, 2024. Employment and Training Administration Extends Comment Period for Stakeholders to Respond to PERM Schedule A Request for Information

On December 21, 2023, the Employment and Training Administration (ETA) published a Request for Information (RFI) in the Federal Register , soliciting public input on potential revisions to Schedule A of the permanent labor certification process to include occupations in Science, Technology, Engineering and Mathematics (STEM), including Artificial Intelligence related occupations and non-STEM occupations, for which there may be an insufficient number of ready, willing, able, and qualified United States workers.

In the RFI, ETA invited public comment on “evaluating the utility of expanding Schedule A to include STEM occupations” and “input on the appropriate data sources and methods for determining whether labor shortages exist, whether Schedule A should be used to alleviate any labor shortages in STEM occupations should it be determined from these data sources and methods that such shortages exist, and if so, how the Department could establish a reliable, objective, and transparent methodology for identifying STEM occupations that are experiencing labor shortages.” 88 FR 88294. In addition, the RFI requested that interested parties answer a set of questions necessary to make this evaluation.

To date, ETA has received a very limited number of comments, only a few of which have responded to the questions posed in the RFI. The public comment period for this RFI was set to conclude on February 20, 2024, 60 days after publication of the RFI. Due to the limited number of comments received and in response to a request from a stakeholder to extend the comment period, ETA has issued a Federal Register notice extending the comment period until May 13, 2024, to ensure robust feedback from interested parties and to address the stakeholder’s request.

February 15, 2024. OFLC Releases Public Disclosure Data and Selected Program Statistics for Q1 of Fiscal Year 2024

The Office of Foreign Labor Certification (OFLC) has released a comprehensive set of public disclosure data (through the first quarter of fiscal year 2024) drawn from employer applications requesting prevailing wage determinations and labor certifications for the PERM, LCA (H-1B, H-1B1, E-3), H-2A, H-2B, CW-1, and Prevailing Wage programs.

The public disclosure files include all final determinations OFLC issued for these programs during the October 1, 2023 through December 31, 2023 reporting period of fiscal year 2024.

February 15, 2024. OFLC Releases the H-2B Foreign Labor Recruiter List for Q1 of Fiscal Year 2024

The Office of Foreign Labor Certification (OFLC) has published an updated list of the names of foreign labor recruiters for the H-2B program as required by 20 CFR 655.9(c) .

The list contains the name and location of persons or entities identified on Appendix C of the Form ETA-9142B that were hired by, or working for, the recruiter that employers have indicated they engaged, or planned to engage, in the recruitment of prospective H-2B workers to perform the work described on their H-2B application.

The H-2B Foreign Labor Recruiter List includes only those names and locations associated with H-2B applications that were processed or issued a final decision during the October 1, 2023 through December 31, 2023.

By publishing the foreign labor recruiter list, OFLC is ensuring greater transparency for the H-2B worker recruitment process and facilitating information sharing between the U.S. Department of Labor and other agencies.

February 13, 2024. Office of Foreign Labor Certification Publishes the 2024 Update to Allowable Charges for H-2A Workers’ Meals and H-2A and H-2B Travel Subsistence Reimbursement, Including Lodging

The Employment and Training Administration has issued a notice in the Federal Register to announce the annual updated dollar amount H-2A employers may charge workers, other than workers in herding or production of livestock on the range occupations, for providing meals and the maximum and minimum rate at which H-2A and H-2B workers must be reimbursed for travel-related subsistence expenses. The notice also includes a reminder of the continuing obligation of H-2A and H-2B employers to pay certain lodging and travel-related expenses workers incur while traveling to and from H-2A and H-2B employment.

January 8, 2024. OFLC Publishes List of Randomized H-2B Applications Submitted January 2-4 for Employers Seeking H-2B Workers Starting April 1, 2024

To keep the public informed regarding the submission and assignment of H-2B applications for review, the Office of Foreign Labor Certification (OFLC) published the assignment group(s) for 8817 H-2B applications covering 138,847 worker positions with the start date of work of April 1, 2024.

Following the randomization procedures published in the Federal Register on March 4, 2019, OFLC completed the randomization process on January 4 and assigned to National Processing Center analysts all H-2B applications placed in Assignment Group A for issuance of Notices of Deficiency or Acceptance. Group A includes enough worker positions to reach the H-2B semi-annual visa allotment of 33,000.

On January 5, 2024, OFLC provided written notice to each employer (and the employer's authorized attorney or agent) informing them about the Assignment Group for their application(s).

When I came to Moscow I barely knew anyone, but now I've got dozens of expat contacts from dozens of countries.

Employment in Moscow

At a Glance:

  • To find work in Russia’s capital, ask your current employer about a company transfer or check out a Russian job site.
  • The work permit process is long and complicated, so start early and be patient!
  • Your employer will take care of your social security contributions, although we would recommend acquiring private health insurance in addition to this.
  • Russia has double-taxation treaties with a number of countries, so check if this applies to you.

Moscow is Russia’s undisputed economic and financial center. Greater Moscow’s workforce produces over a quarter of Russia’s entire GDP. With an unemployment rate of just 1.3% in 2017, the capital has the lowest unemployment rate in all of Russia.

Many of Russia’s largest companies have their headquarters and the majority of their staff working in Moscow. Nearly all multinational corporations which have entered the Russian market are based in the city as well. This makes Moscow an attractive option for expats from all over the world.

As the city is Russia’s capital and major political center, another large share of the expatriates in Moscow are diplomatic staff, foreign correspondents, and employees of cultural institutions. There is also a high demand for foreign native speakers working as language teachers.

Moscow’s Main Industries

Moscow’s economy has changed drastically since Soviet times, when the city was reliant on its manufacturing and engineering activities. Nowadays, the service sector employs many Muscovites, thanks to the city’s growing tourism and retail industries. Moscow is also Russia’s financial center: it is home to the Moscow Exchange (the national stock exchange) and almost all of the country’s major banks, including Sberbank, which is the largest in Eastern Europe.

Despite the decline in Moscow’s manufacturing sector, the city is still a major industrial center of Russia and home to the national headquarters of many major companies, with mechanical engineering, food processing, and research and development (R&D) being the most prominent sectors.

Looking for a Job: Search Wisely

Depending on your background and qualifications, realizing your dream of working in Moscow may or may not be easy to fulfill. There is a high demand for foreign experts, but it is generally limited to specific sectors. Skills in the fields of construction, business development, IT, and finance are much sought after.

Your most promising option for working in Moscow is to check directly with companies from your home country or multinationals in your field which are doing business in Russia, as these are the most likely to hire expats.

Alternatively, there are many online recruitment consultancies which can help you find a job in the capital to match your qualifications. If you would like to go job-hunting on your own, you might find the following websites useful:

Remember that due to work permit quotas, locally advertised jobs may not always be an option for expats.

Moscow: Work Permits and Social Security

Priorities: work permits.

Getting the necessary work permit for Russia is a complex and time-consuming procedure. The country has a quota regulation for foreign workers. Companies wishing to employ foreign staff have to submit an application specifying the number and nationality of employees they wish to hire a year in advance.

If a potential employer’s request to hire foreign employees is granted, job vacancies have to be registered with the authorities. If no local candidate has been found within a month, the company receives a corporate permit. Now, the application for an individual work permit can be filed. This requires translated evidence of qualifications and a health certificate. In a best-case scenario, this process takes three months.

An exception to this lengthy process, however, is in the highly qualified specialist category, which is not subject to quotas or corporate permit requirements. Highly qualified specialists are foreign professionals in a particular sector, and eligibility for this category depends on their wage. If working in the educational or scientific fields, you need to earn more than 1 million RUB (approx. 17,600 USD as of 2017) per year, and this rises to 2 million RUB (35,300 USD) if working in any other sector. However, if you are planning on working in one of Russia’s Special Economic Zones (SEZs) , you only need to be earning 700,000 RUB (12,300 USD) per year. Visas for highly qualified specialists are issued for up to three years at a time, with an option to extend it for a further three years. The visa simply requires an application to the state application body, and the authorities must consider it within 14 days.

It’s a Different Story for CIS Nationals

Unlike other nationals, workers from Commonwealth of Independent States (CIS) countries do not need to go through such a lengthy and complex process. They need to apply for a work patent within 30 days of their arrival in Russia, and have 30 days in which to confirm their knowledge of the Russian language, history, and legislation in an exam. Only once the exam has been passed can they receive the work patent.

  After receiving the patent, they have 60 days to find local employment. They can then work for up to twelve months, and the patent is renewable once.

Everything You Need to Know about Taxation

All expats working in Moscow are liable to pay Russian income tax. Non-residents are taxed only on their income from Russian sources. In this case, the tax rate for all types of income is 30%.

If you live in Russia for at least 183 days during a 12-month period, you are considered a resident under Russian taxation law. Tax residents are taxed on all their income, including income from non-Russian sources. Since the tax reform of 2001, there is a flat income tax rate of 13% for most types of incomes.

One exception is the abovementioned highly qualified specialist immigration category. Expats who have entered the country on this visa are eligible for the standard personal income tax rate of 13%, even before officially becoming a Russian tax resident. Additionally, Russia has signed double taxation treaties with a number of countries .

The Social Security System in Moscow

Everyone employed in Russia must be insured through the social security system — however, it is up to your employer to pay the contributions, so you do not have to worry about this responsibility. Social security in Russia is fairly comprehensive, covering unemployment, unexpected sickness, and an old-age pension, among other things. However,  we would recommend getting additional private health insurance on top of this, as the country’s state medical facilities leave a lot to be desired.

Professional Qualifications for Moscow

Teaching english as a foreign language.

Teaching English as a foreign language is a very popular option for young people who would like to gain some international experience in Moscow as well as native speakers who cannot find a position in their original profession. In recent years, a large number of private language institutions have sprung up all across the city. The demand for foreign language teachers is continually high, and chances are good for native speakers of languages such as English, French, Spanish, or German to find a teaching position.

On the downside, teacher salaries are usually not the most competitive. Before you accept a teaching post, carefully check the conditions you are offered. Finally, research the reputation of your potential employer — stories of scams are quite frequent.

Language Skills: Don’t Expect Too Much

English skills are a lot less common in Moscow than they are in many other European capitals. The average taxi driver or shop assistant probably knows a couple of English words at the very most. To make daily life easier, it is strongly recommended to learn at least some basic Russian for your life in Moscow.

In the business world, on the other hand, English is more widely spoken. Some positions, especially those in Russian companies, require knowledge of both Russian and English. For those working for one of the many multinationals, however, fluency in just English is often sufficient.

How to Behave in the Moscow Business World

In the Moscow business world, assertiveness and patience are assets in meetings and negotiations. Although meetings should be arranged well in advance, it is not unusual for them to be rearranged with short notice. Punctuality is not as important as elsewhere, and side conversations in meetings are acceptable. If circumstances are favorable, business deals may be concluded extremely spontaneously. Expect things to go a lot slower, though, when dealing with government agencies.

Dress formally and conservatively while in Moscow. Pay attention to your shoes and make sure they are always polished. The shoes are what many Russians will look at first when sizing up a new acquaintance.

A thing which often confuses newcomers is the use of Russian names. Every person in Russia has three names: a first name, a patronymic (a middle name derived from the father’s first name), and a family name. In formal situations, people should be addressed by their title and last name. For closer acquaintances and business relations, however, calling someone by their first name and patronymic is both affectionate and polite.

Russia: notarial and documentary services guide

Documents and certificates available at British Embassy Moscow.

The British consulate can provide a range of notarial and documentary services for British nationals in Russia. Where local notaries can provide services, the British consulate will not provide them. In many cases UK notary public and local notaries can provide services more cheaply.

You must make an appointment for each service that requires your personal attendance. Use the links after each service to make an appointment.

Before booking, make sure you have selected the correct service and that the document will be accepted by the relevant authority. This could be the local town hall, registry office, tax authorities, immigration office or another authority either in Russia, the UK or a third country.

We aim to perform notarial services within one working day subject to qualified staff availability.

Services we provide in Russia

Consular staff in Russia can:

  • administer an oath, affirmation or affidavit
  • witness a signature
  • make a certified copy of a document
  • unite documents
  • prepare a document in English or the local language
  • convert a civil partnership to marriage

The British consulate will provide these services for private individuals only where there is a direct connection to the UK and where we assess that we have competence to perform the service. We reserve the right to decline services where these conditions are not met.

What to bring to your appointment

We accept payment by Visa/MasterCard only on the day of the application. Consular fees are not refundable. While consular staff will give you as much advice as they can, it is your responsibility to ensure that you are obtaining the correct service.

Proof of identity

For all appointments for notarial services you will need to bring acceptable proof of your identity.

We accept passports as proof of identity. We accept confirmation of registration with the Migration Service, renting contract or employer’s letter as proof of your address.

Administer an oath, affirmation or affidavit

This service is for people who need to swear an oath, make an affirmation or make an affidavit in front of a consular officer.

The consulate will not draft documents for you. Affidavits, affirmations or statutory declarations are only accepted in the following format:

This service is not provided for commercial cases and applies only to individuals (not companies). The document should be written or printed on both sides of the paper and with no blank sheets and contents are to be divided into numbered paragraphs. If the document consists of several pages there will be a further fee for uniting . We can only deal with documents in English.

This service is for customers who need to sign a document and have their signature witnessed by a consular officer. The document must be prepared before your appointment as we will not draft documents for you. We do not handle wills, power of attorney or probate, or witness deed polls.

Make a certified copy of a document

This service is for British nationals who need certified photocopies of British passports, UK educational documents (only those that have been issued in the UK by a recognised institution and are listed on the Legalisation Office website , and a valid British driving licence (both the plastic photo card and valid paper driving license). The old paper Part 2 of the UK driving license has been discontinued. However, paper driving licences issued before the photo card was introduced in 1998 remain valid meaning we are able to only make a certified copy of the paper counterpart if issued before 1998.

Prepare a document in English or the local language

In a limited number of cases consular staff can write a statement of fact (‘preparing a certificate’) to help British nationals with various local authorities. The wording must be cleared with the Foreign, Commonwealth and Development Office in London, which means these documents will take longer to prepare.

We can only provide this service if we have proof that the wording/content you require is correct and unambiguous. This service is provided at the discretion of consular staff and we can refuse to provide it. Please contact the consulate before making an appointment.
